PROFESSIONAL BACKGROUND
Mr. Artus has over thirty (30) years of project management experience in Civil Engineering, Stormwater Management, Land Planning, Landscape Architecture and construction site inspections. He is a Certified Professional Erosion Sediment Control (CPESC), a Certified MS4 Specialist (CMS4S), and has comprehensive knowledge of federal and state Stormwater regulations and NPDES Phase II Rule governing MS4 compliance and SPDES General Construction Permits. He currently serves as a Municipal Stormwater Management Program (SWMP) Coordinator for nine (9) municipalities in Dutchess and Ulster County. His career experience ranges from municipal Planning Board planning and engineering review and consultation, to private sector project design and project management of land subdivisions, residential and commercial site plans, Erosion and Sediment Control Plans, Stormwater Pollution Prevention Plans, and Landscape Plans. Mr. Artus also represents developers in state and local land use, zoning and environmental review and approval processes.

Mr. Artus also provides stormwater management regulatory and technical assistance and has conducted numerous presentations, seminars, workshops and training sessions on the various components of the Phase II Stormwater Regulations, Erosion and Sediment Control measures, Low Impact Development (LID) techniques and Better Site Design principles throughout the Hudson Valley, Capital District and the Adirondack regions of New York State. These presentations include, but are not limited to: the New York State Bar Association, the Dutchess Bar Association, the New York State Association of Towns, the North Country Regional Stormwater Conference and Trade Show, the Southeast New York Stormwater Conference and Tradeshow, the Hudson Valley Chapter of the New York State Builder’s Association and the Mid Hudson Consulting Civil Engineering Society.
